Short term MELA Expert (VFM)

This role supports the design and implementation of the Hub’s value for money (VFM) approach and reporting as part of the MELA function.

Overview of role

The MELA Expert (VFM) contributes to the delivery of the EdTech Hub’s Monitoring, Evaluation, Learning and Adaptation (MELA) function. The successful candidate will be primarily responsible for overseeing the revision of the Hub’s VFM Metrics and providing technical advice on achieving and reporting on VFM. The overarching goal is to support the EdTech Hub to maximise the impact of its funding through a better understanding (and better articulation) of all elements of VFM to ensure evidence-based decisions are made on an ongoing basis.

The role reports to the Head of MELA and works closely with key EdTech Hub stakeholders on designing VFM indicators, implementing data collection systems/processes/tools, collating/analysing VFM data to support decision-making and reporting.

The level of effort for this short-term expert role is up to 25 days between 1 June 2022 and 31 March 2023.

Main Areas of Responsibility

  1. Review and revise the existing VFM metrics and approaches to delivery, monitoring, evaluating and reporting on VFM of the EdTech Hub.
  2. Propose and evaluate a range of VFM assessments that reflect international good practice. In particular:
    1. Identify VFM indicators that fits the EdTech Hub context, strategy and theory of change, both at the overall programme level and, where appropriate, at the output level;
    2. Design and guide implementation of VFM data collection methodologies including the required performance measures and monitoring arrangements;
    3. Review and advise on improving existing VFM reporting to facilitate VFM assessment for decision-making and reporting;
  3. Engage, in partnership with the Head of MELA, the EdTech Hub Core Delivery Team, Central Services Team and other relevant Hub teams to discuss and make decisions based on VFM.
  4. Consult, in partnership with the Head of MELA, with FCDO to understand the ongoing requirements for VFM and reporting.
  5. Lead the production of VFM reporting ensuring that all reports are utilisation-focused.
  6. Champion the culture of cross-Hub VFM, fostering a learning culture and contributing to knowledge management systems.
  7. Recommend changes to systems and ways of working to improve the achievement of VFM.

Core Skills 

The MELA Expert (VFM) brings extensive experience of: VFM principles and practices, including FCDO’s VFM Framework; innovation in assessing value and identifying ways of improving VFM; and working with a range of donor-funded programmes including FCDO.

Required Skills

Appropriate post graduate qualification
7+ years’ experience of VFM analysis, quantitative and qualitative data analysis, interviews, focus group facilitation, and report writing.
Knowledge of VFM techniques including costing outputs, process mapping and performance measurement as well as appraisals in economic techniques and programme design.
Knowledge and experience of implementing and reviewing project design, monitoring and evaluation systems in the international context.
Ability to understand FCDO requirements for UK government’s VFM agenda as applied to international development
Excellent writing, editing and communication skills in English.
Ability to work effectively with a wide range of stakeholders from different backgrounds
