Even before the Covid-19 pandemic, the global learning crisis was affecting millions of children around the world.

Technology could play a huge role in helping to solve this crisis, if used appropriately. 

There are thousands of tools, products, services, and ideas for using technology in education. New ones appear almost every day. For decision-makers, the choices can be overwhelming. The EdTech Hub takes away that burden. 

We do the research, to rigorous academic standards. We try out new ideas by supporting innovators. We advise partners as they plan and implement education programs, finding the right role for technology.

With EdTech Hub’s help, decision-makers inside and outside government can benefit from free access to high quality professional research and advice.

EdTech Hub Specialist Network: Policy Costing Consultant

EdTech Hub’s purpose and approach

EdTech Hub is a global research initiative funded and supported by the Foreign, Commonwealth and Development Office (FCDO), the World Bank, the Bill and Melinda Gates Foundation, and UNICEF. EdTech Hub was founded to produce more and better evidence about what works, for whom, in which contexts, and why — all in relation to the effective use of the various forms of educational technology (EdTech).

Our vision is to improve learning outcomes for all learners in low- and middle-income countries. We are achieving this by enabling decision-makers with access to evidence and to successfully scale effective, equitable and affordable EdTech solutions.

What we’re looking for

EdTech Hub is seeking technical experts to add to its Specialist Network, a global network of on-call education professionals. The Specialist Network contributes to the Hub’s overall mission to build and apply the global evidence base around the use of technology in education in a practical way that also supports decision-makers. Consultants who are part of the Specialist Network will be called on by EdTech Hub to carry out specific assignments based on their area(s) of expertise. Network members will also have opportunities to connect, network, and learn from their peers around the globe.
EdTech Hub seeks applicants with experience in costing education and/or education technology strategies across countries, primarily in low- and middle-income countries (LMICs) in Africa, Asia, and the Middle East and North Africa (MENA) region. Applicants based in LMICs who have deep knowledge of education financing, budget preparation, analysis, and reporting are preferred.

Responsibilities

The Specialist will work with our technical teams and may have a range of responsibilities. These may include one or more of the following tasks: 

  • Advise on the team’s technical approach to costing national EdTech strategies across LMICs
  • Develop costing tools or templates to produce cost estimates and adapt the tool or template based on the country context
  • Support government counterparts to develop costed implementation plans aligned to existing plans and policies
  • Prepare guidance materials, draft strategies and related policy advice related to EdTech for country governments and donors
  • Provide advice and guidance to country governments and their partners on issues such as producing cost estimates, education financing, and education technology
  • Develop and facilitate workshops comprising key stakeholders (government and development partners) to support capacity development and/or program and policy design
  • Provide capacity strengthening to stakeholders and colleagues on EdTech costing and financing

Qualifications

  • Strong experience costing education, ICT in Education, and/or EdTech implementation plans and strategies in LMICs
  • Demonstrated knowledge of education financing, budget preparation and analysis, and financial modelling
  • Extensive knowledge of the education and political landscape of a specific country or region (with a preference for Southeast Asia or Sub-Saharan Africa)
  • Experience working with ministries of education and/or multilateral and bilateral education funders 
  • Experience working with financial modelling tools (e.g., Excel-based financial modelling tools)
  • Excellent written and verbal communication skills in English (proficiency in Arabic, Portuguese, or French is a plus)
  • Highly collaborative 
  • Strong meeting facilitation, interpersonal, and project management skills
  • Strong analytical and research skills
  • Candidates from and based in LMICs are strongly encouraged to apply

Applicants based in LMICs who have deep knowledge of content development, instructional design, and adapting digital learning materials for low-connectivity contexts are preferred.

  • Prepare research or synthesise existing literature on country context, learner needs, and effective EdTech content and tools
  • Develop practical guidance and content strategies for EdTech initiatives for governments, stakeholders, and donors
  • Support implementers to test and improve scalable digital content through rapid data collection and user testing
  • Design and facilitate workshops and consultations to build capacity in digital content development and EdTech programme or policy design

Qualifications

  • Extensive knowledge of digital learning content development, instructional design, and/or adapting digital learning materials for low-connectivity contexts
  • Expertise in education strategies, policies, and research/evaluation
  • Experience working with ministries of education and/or multilateral and bilateral education funders 
  • Experience working with teachers and subject matter experts to design learning content and materials for low-resource settings
  • Excellent written and verbal communication skills in English (proficiency in Portuguese, Spanish, or French is a plus)
  • Highly collaborative 
  • Strong meeting facilitation, interpersonal, and project management skills
  • Strong analytical and research skills
  • Candidates from and based in LMICs are strongly encouraged to apply

  • Highly collaborative and approachable
  • Strong meeting facilitation, interpersonal, and project management skills
  • Strong analytical and research skills
