EdTech Hub: Africa Research Initiative Fellow - Senegal
Project Background
EdTech Hub, Education sub-Saharan Africa (ESSA) and Association for the Development of Education in Africa (ADEA), have been funded by International Development Research Canada (IDRC) to implement a three-year program focusing on building the EdTech research coordinating capacity of Ministries of Education in low-and middle-income countries. With enhanced research coordinating capacity, we believe African Ministries of Education will make evidence-informed decisions through nationally led education technology (EdTech) research. The initiative will support governments, and particularly Ministries of Education (MOE), to inform and steer research agendas so that research is locally-led, contextually relevant and aligned with MOE priorities, policies and needs. The project will initially focus on three countries – Kenya, Malawi and Senegal. In each country, the project will work closely with the government, through embedded fellows, and local research groups to meet the goals of the project.
The main research question is: How can governments in sub-Saharan Africa coordinate EdTech research to enable them to utilise EdTech in strategic, effective and cost-efficient ways to improve foundational learning outcomes for all learners?
With that question in mind, the project’s main goals are to:
- Support Ministries of Education to collaboratively set clear EdTech research agendas based on national needs and priorities, and drawing on expertise across the public sector, private sector and research institutions
- Work in close partnership with country-level education research organisations to generate nationally relevant EdTech research that influences not only national-level implementation of EdTech initiatives, but also drives changes in the policy development processes within the ministry.
Additional project objectives include:
- Produce high-quality research relevant to the development and/or implementation of EdTech policies in collaboration with the Ministry of Education, national education research organisations and provide intellectual leadership on EdTech to Ministries of Education in Africa.
- Strengthen the capacity of decision-makers in Ministries of Education and other relevant ministries to coordinate EdTech research nationally that is aligned with the broader education research priorities and policy requirements.
- Increase opportunities for the regional and international sharing and dissemination of African-led EdTech research through a community of practice and high-level policy forum, advancing Africa’s pedagogical priorities and policies.
Role of the Fellow
To achieve these project goals, the project will contract a dedicated “fellow” to guide the in-country work. The intention is that this fellow will be embedded in the Senegalese Ministry for two to three days per week, contingent on agreement with the MOE. The fellow will serve as the connective tissue between the Senegalese Ministry, education research organisation, networks and groups. While each of the consortium partners has experience and presence in one or more of three focus countries, the fellow will be the point person for country work. This person should have existing relationships with the Senegalese Ministry and a deep understanding of education research and uptake in Senegal. This program will need to align and complement existing education research and determine a unique value add for the EdTech research. The fellow will facilitate close coordination between the Ministry, the consortium partners and with the education research eco-system in the country to ensure this alignment.
The fellow will also play a critical role in communicating with fellows in Kenya and Malawi, sharing best practices and lessons learned and identifying opportunities for sharing experiences and research on a regular basis.
Illustrative Tasks
Some of the tasks of the fellow will include:
- Work with the Senegalese Ministry of Education to coordinate and commission EdTech research and its use in policy development and EdTech program implementation, nationally and at scale
- Identify and match in-country education research organisations with Senegalese Ministry structures to:
- Co-design action research that provides relevant evidence for continuous iteration of EdTech initiatives and policy development process.
- Implement the research while being responsive to Ministry needs.
- Collaborate with researchers in two additional countries where cross-country findings will enrich recommendations to the Ministry.
- Coordinate and manage the national education research partners.
- Provide support to Senegalese Ministry of Education counterparts on how to utilise existing research, commission, and manage new research
- Provide professional development where needed to support Ministry staff and research organisations to generate and use actionable evidence.
- Facilitate the dissemination of research findings within the Senegalese Ministry and encourage uptake of evidence within policies and plans.
- Regularly update a map of relevant EdTech research
- Convene education policymakers or senior Senegalese Ministry officials, researchers and implementers to identify national EdTech research priorities and ensure potential evidence users and decision makers are engaged from the beginning
Required Experience
- 10-15 years working in the education sector, with 5 or more years working on education technology
- Expertise in digital learning and/or development of EdTech and education strategies, policies, and research/evaluation documents
- Established relationships with the Ministry of Education
- Based in Senegal
- Experience designing theories of change and research agendas
- Excellent oral and written communication skills in English and French
- Strong analytical and research skills
- Highly collaborative
