I am an ICT for Development (ICT4D) specialist with over 25 years’ experience working in Tajikistan and across the wider CIS region. I currently serve as a Tech4Ed Specialist for the EdTech Hub in Tajikistan.

I graduated with an MSc from the University of Manchester in 2010 and have since focused on policymaking and practice in the application of information and communication technologies for development across the region. Over this period, I have managed and successfully delivered several major national and regional projects in e-governance, telecoms regulation, online self-regulation and other ICT4D initiatives addressing socio-economic challenges. These have included introducing an e-citizens’ code of conduct as a self-regulatory mechanism to prevent indiscriminate website blocking; strengthening the resilience of students and migrant workers to online violent extremism propaganda; supporting women’s entrepreneurship; and promoting a culture of cybersecurity within civil society. Since 2011, I have also played an active role in rolling out the UN-APCICT ICT4D training modules at both national and regional levels.

I have published widely in the field of ICT4D. My article, “e-Citizen Capability Development,” was recognised at the International Conference on Theory and Practice of Electronic Governance in 2011 as the best paper on the theory and practice of electronic governance. As an International Policy Fellow (2004–2005), I conducted research on intellectual property rights in the software markets of Central Asian countries in the context of expanding internet access.

I am also a co-author of several national-level studies on e-readiness, cybersecurity, telecoms regulation, and online content regulation and self-regulation, including the Feasibility Study on the Establishment of a Single, Converged Regulator for Telecommunication and Broadcasting Services in Tajikistan.

In addition, I contributed to the organisation of the First and Second Central Asian Symposium of Experts on Preventing Violent Extremism Online, held in Bishkek in February 2017 and September 2018.
